St. Paul: our closest neighbor, and one of the fastest-growing
St. Paul is a city in St. Charles County with the same ZIP code as our office, 63366, and it is the closest town on our list: about six miles by road. It grew from 1,829 residents at the 2010 Census to 3,005 at the 2020 Census, an increase of 64.3% (U.S. Census Bureau). In 2020, the median age was 41.5, 23.1% of residents were under 18, 14.4% were 65 or older, and 80.3% of households were married couples. About 35% of households had children at home, and 97.6% of residents lived in areas the Census classifies as rural. All of St. Paul is in the Fort Zumwalt R-II School District. These are figures for the city as a whole, and they say nothing about any one household or any client of ours.
In short, St. Paul is a small place in the middle of a lot of change: new homes on land that was farmed not long ago, families in their thirties and forties with school-age children, and neighbors who have owned acreage for decades. This page speaks to both groups.
For young families: the next ten years of decisions
Households with children, new mortgages, and two careers usually need a short list of things done well, more than a complicated plan. Here is the list we use in a first meeting:
- Know what you have and where. Gather every 401(k), IRA, brokerage, and 529 account into one picture, including old employer plans. Each job change can leave an account behind.
- Use the employer plan on purpose. For 2026, the IRS employee contribution limit for a 401(k), 403(b), or governmental 457 plan is $24,500, and the IRA limit is $7,500 (IRS). Whether to contribute to a pre-tax or Roth account is a tax question to settle with your CPA.
- Fund school costs without starving retirement. Missouri allows a subtraction from Missouri income of up to $8,000 per taxpayer, or $16,000 for married individuals filing a joint return, for annual contributions to Missouri's 529 program (RSMo 166.435). For 2026, a 529 can also pay up to $20,000 per student per year for K-12 expenses. See our education funding and 529 guide.
- Name the right beneficiaries. Retirement accounts and life insurance generally pass by the beneficiary form, not by your will, and a form signed before your children were born may name no one you now intend. See estate planning coordination with your attorney.
- Revisit each year. A raise, a job change, a new child, or a home purchase is the time to re-check the plan.
Some people also own employer stock or receive restricted stock units. The IRS generally treats restricted stock units as wages when they settle, and employers may withhold a flat 22% on supplemental wages, which can be less than your actual tax rate (IRS Publication 15). The point is to know the vesting dates in advance and set money aside for the tax.
Who works nearby: O'Fallon and St. Charles County employers
We did not find a major-employer list for St. Paul itself, so here are the county's largest employers, all within a short drive. St. Charles County's economic development council lists as its largest employers, as of September 2023, Amazon (5,041 employees), General Motors in Wentzville (4,124), Mastercard in O'Fallon (3,450), the Fort Zumwalt School District (2,800), SSM Health (1,547), and Lindenwood University (1,116). The National Center for Education Statistics reports that Fort Zumwalt has 27 schools and 16,698 students for 2024 to 2025.
We are not affiliated with any of these employers, and we do not know what any employer's plan offers; plan documents control. The decisions are common to all of them:
- A 401(k) left at a past employer. You can generally leave it, roll it to an IRA, move it to a new plan if allowed, or take a distribution, which can trigger taxes and penalties. A direct rollover has no tax withheld; if the plan pays you instead, 20% is generally withheld (IRS). See our 401(k) rollover guide.
- School employees. Teachers and other staff in Missouri districts outside St. Louis and Kansas City take part in PSRS or PEERS (PSRS/PEERS). The systems set and pay those pensions. We help with the accounts beside the pension.
- GM and manufacturing workers. See our Wentzville page for the pension, 401(k), and retirement-incentive choices people at the plant face.
Landowners around St. Paul
Farmland is still part of this area. The 2022 Census of Agriculture counted 589 farms in St. Charles County on 170,588 acres, an average of 290 acres, and 88% of sales came from crops, led by soybeans and corn. Land in farms rose 10% from 2017, and 53 farms were 1,000 acres or larger. The county also had 299 acres of grapes (USDA). If you own acreage near St. Paul, you may be asked what you would take for it more than once, and the answer is worth thinking through before the first offer:
- The tax on a sale. Land held more than a year generally produces long-term capital gain, taxed at lower rates than ordinary income, and an installment sale can spread the gain over several years (IRS Topics 409 and 705). A 3.8% net investment income tax can apply above $250,000 of income for joint filers (IRS Topic 559).
- Replacing land with land. A Section 1031 exchange applies only to real property, requires written identification of replacement property within 45 days, and receipt within 180 days or the return due date, whichever is earlier (IRS Form 8824 instructions).
- Selling your home site. If you owned and lived in your main home for at least two of the last five years, you may exclude up to $250,000 of gain, or $500,000 on a joint return (IRS Topic 701). The exclusion covers the home, and land beyond what is part of it may be treated differently, so ask your CPA.
- Property tax. Missouri assesses land in actual agricultural use on its productive value, not its market value, and land held for future use is assessed differently (State Tax Commission of Missouri). A change in use can change the bill.
- What to do with the money. A single large payment raises your income for the year and can raise your Medicare premiums two years later (SSA). We plan how to invest it and use it.
Taxes and your investments together
Renaud Tax & Accounting LLC, a CPA firm owned by Jeannie Renaud, CPA, is separate from Renaud & Company and shares our office, so for most St. Paul households it is a short drive for both. It prepares tax returns and does tax planning. With your permission your adviser and your CPA can coordinate on retirement contributions, a land sale, equity pay, and self-employment income. Each firm has its own engagement, and you can use either one without the other, or bring your own tax professional. See how a financial advisor and CPA plan together, or visit Renaud Tax & Accounting.

FAQ
Do you serve clients in St. Paul?
Yes. Our office is at 2112 Bryan Valley Commercial Dr in O'Fallon, and we work with households in St. Paul, St. Charles County, and across the St. Louis area. You can meet with us in person at our O'Fallon office, or virtually from anywhere, including from another state.
How far is St. Paul from your office?
About 6 miles by road. Our office at 2112 Bryan Valley Commercial Dr in O'Fallon is in the same ZIP code, 63366. Take St. Paul Road to Route P, then Deer Creek Drive, which continues as Elaine Drive, turn right onto West Terra Lane, turn left onto Bryan Road, follow it south, and turn right onto Bryan Valley Commercial Drive. Check your maps app before you go, or call (636) 240-5055 for help with the last turns.
We are a young family. What should we get in order first?
Pull every account into one list, use the employer plan on purpose, start a 529 if school costs are on your mind, check the beneficiaries on every retirement account and policy, and make sure you and your spouse each have estate documents from an attorney. Then set a date to review once a year. We do not give tax or legal advice, and we work with your CPA and attorney on those pieces.
How much can we save in a 401(k) or IRA in 2026?
For 2026, the IRS employee contribution limit for a 401(k), 403(b), or governmental 457 plan is $24,500, and the IRA limit is $7,500, with a $1,100 catch-up for IRA contributors age 50 and older. Your plan may have its own rules, and whether a pre-tax or Roth contribution is better for you is a question for your CPA.
What is Missouri's 529 deduction?
Missouri allows a subtraction from Missouri income of up to $8,000 per taxpayer, or $16,000 for married individuals filing a joint return, for annual contributions to Missouri's 529 program and other qualified tuition programs (RSMo 166.435). Beginning in 2026, a 529 can pay up to $20,000 per student per year for K-12 expenses. Your tax professional can confirm how the deduction applies on your return.
How can I tell what happens to my old 401(k) if I change jobs?
Ask the plan for its rules and your current balance. Generally you can leave it, roll it to an IRA, move it to a new employer's plan, or take a distribution, which can trigger taxes and penalties. Ask for a direct rollover rather than a check made out to you, because a check generally has 20% withheld and you have 60 days to replace the whole amount.
I own acreage near St. Paul and someone has offered to buy it. What should I do first?
Slow down and get the facts. Talk with your attorney about the contract, and with your CPA about the tax: long-term capital gain, an installment sale, a possible 1031 exchange into other real property, and how the sale affects your income that year. We help you decide what the money needs to do for you, and how a sale affects your retirement income and Medicare premiums two years later.
Does Missouri tax the land differently when I stop farming it?
Missouri assesses land in actual agricultural use on its productive value rather than its market value, and land held for future use is assessed differently, so a change in use can change the property tax bill. Ask your county assessor and your CPA before you change how the land is used.
I work at a company in O'Fallon and receive restricted stock units. What should I know?
Restricted stock units are generally treated as wages when they settle. Employers may withhold a flat 22% federal rate on supplemental wages up to $1 million in a year, and must withhold 37% on the excess. That withholding may not equal the tax you owe, so you may need to set aside more or make an estimated payment. Your CPA can tell you how much. We are not affiliated with your employer.
Can a school employee at Fort Zumwalt use your services?
Yes. PSRS and PEERS calculate and pay pensions for Missouri school employees, and you should ask them for your own estimate. We can help with a 403(b) or other account beside the pension, and with turning your savings and pension into a steady income when you retire.
Is it worth meeting in person if I live this close?
Many people do, because the office is a short drive and the CPA firm is in the same building. Bring your last two tax returns, your account statements, and your questions, and we can look at them together. If you prefer, you can meet with us virtually.
