Troy and Lincoln County: a growing county seat with deep farm roots

Troy has been the seat of Lincoln County since 1819, according to the City of Troy, and Lincoln County is part of the St. Louis metropolitan statistical area. The city had 12,686 residents at the 2020 Census and the Census Bureau's July 2025 estimate is 15,201, a 19.7% increase over the 2020 base (U.S. Census Bureau QuickFacts). The same source puts median household income at $79,012 and the median value of an owner-occupied home at $226,500 for 2020 to 2024, with 27.4% of residents under 18 and 14.7% age 65 or older. Mean travel time to work was 29.0 minutes. Those are figures for the city as a whole, and they say nothing about any one household or any client of ours.

The picture they paint is a place with young families, long commutes, and new homes, sitting in a county where agriculture and manufacturing are both real. The sections below take the decisions that come with each, one at a time, with facts from the IRS, the State of Missouri, the USDA, and the SEC.

Working around Troy: manufacturing, schools, health care, and freight

Lincoln County's published business and industry listing names Toyota Motor Manufacturing Missouri, an aluminum foundry on Cherry Blossom Way in Troy that reports 1,037 employees, as the county's top manufacturer. Other large employers in the listing include the Lincoln County R-III School District, Daddy Ray's (JJ Snack Foods) in Moscow Mills, Mercy Hospital Lincoln on East Cherry Street, and Witte Bros. Exchange, a refrigerated freight carrier, along with Peoples Bank & Trust and several construction and trucking firms. Lincoln County R-III says it has about 7,200 students and about 1,300 employees.

We are not affiliated with any of these employers, and we cannot tell you what your employer's plan offers. Your plan documents control. What we can do is help you with the decisions that come up at any employer:

  • Leaving a job with a 401(k). A direct rollover moves the money straight to an IRA or another plan with no tax withheld. If the plan pays you instead, 20% federal tax is generally withheld, and you have 60 days to roll over the full amount (IRS). See our 401(k) rollover guide.
  • Retiring in or after the year you turn 55. Distributions from that employer's plan after separation from service in or after the year you reach 55 are an exception to the 10% additional tax on early distributions, but the IRS lists the exception for plans other than IRAs, so it generally does not carry over after a rollover to an IRA (IRS Topic 558). It is worth knowing before you move the money.
  • A pension, if your plan has one. Whether you can choose between monthly payments and a lump sum is set by the plan. We compare the options with you, including your health, your spouse's needs, other income, and taxes.
  • Overtime and bonuses. Extra pay is taxed as part of your income for the year, and bonuses are generally supplemental wages, for which the IRS flat withholding rate is 22%, which may be more or less than you owe (IRS Publication 15).

Public school employees in Lincoln County

Missouri public school districts outside St. Louis and Kansas City take part in the PSRS/PEERS retirement systems: PSRS generally covers certificated teachers, and PEERS covers non-certificated school employees who work at least 20 hours a week (PSRS/PEERS). The systems, not we, calculate and pay those benefits, and you should ask them for your own estimate. We help with the rest of the picture:

  • Any 403(b) or 457(b) account you hold beside the pension, and what to do with it when you leave or retire.
  • How to turn savings into income to go with the pension, and which accounts to draw from first.
  • Medicare at 65, and how the income you report two years earlier affects the premium. See our IRMAA planning guide.
  • Funding a child's education while saving for your own retirement. See our education funding and 529 guide.

Farm and land owners in Lincoln County

The 2022 Census of Agriculture counted 1,040 farms in Lincoln County on 218,355 acres, an average of 210 acres per farm. Crops made up 71% of sales, and the county's farms sold $116.7 million of products that year (USDA). Of the farms, 44 were 1,000 acres or more, and 345 were between 50 and 179 acres. If you own land here, whether you farm it, lease it, or inherited it, the same few tax and estate questions come up, and each of them is worth settling before it is urgent.

QuestionFacts to have in front of youWhat we help you compare
Uneven farm incomeSchedule J lets an individual farmer elect to average all or part of current-year farm income over the three prior tax years (IRS).Whether averaging makes sense for a strong crop year, with your CPA.
Selling landLand held more than a year generally produces long-term capital gain. Payments over time can spread the gain in an installment sale (IRS Topics 409 and 705). Depreciation recapture is ordinary income in the year of sale. How the proceeds will be invested and what the year's income does to Medicare premiums two years later.
Trading land for landSection 1031 exchanges apply only to real property. Replacement property must be identified in writing within 45 days, and received by the earlier of 180 days or the return due date (IRS Form 8824 instructions).Whether an exchange fits your plans, and what it leaves for retirement income. Equipment does not qualify.
Passing land to childrenInherited property generally takes a basis equal to its fair market value on the date of death (IRS Publication 551). Gifts during life are different, and the annual exclusion is $19,000 per recipient for 2026.Matching your accounts to what your attorney drafts, and how heirs will be paid out.
Property taxMissouri assesses land in actual agricultural use on its productive value rather than market value (State Tax Commission of Missouri). Land held for future use is assessed differently.Planning the carrying cost of land you hold for the long term.

Missouri does not impose an estate tax or an inheritance tax (Missouri Department of Revenue), and the federal basic exclusion amount for 2026 is $15 million per individual (IRS). Many farm families will not owe estate tax, and the harder problem is fairness among heirs and cash flow. That is a conversation for your attorney, with your accounts lined up behind it. See estate planning coordination with your attorney. We do not give tax or legal advice.

Families who commute

With a mean commute near 30 minutes, many Troy households have two earners on the road and a child or two in the Lincoln County R-III schools. A few planning points are common to this stage:

  • Saving for school. Missouri allows a subtraction from Missouri income of up to $8,000 per taxpayer, or $16,000 for married individuals filing a joint return, for annual contributions to Missouri's 529 program (RSMo 166.435). Beginning in 2026, a 529 can pay up to $20,000 per student per year for K-12 expenses.
  • Old 401(k)s. Each job change can leave an account behind. We review costs, investment choices, and tax effects before you decide to leave it, roll it, or move it to a new plan.
  • Selling a home. If you owned and lived in your main home at least two of the last five years, you may exclude up to $250,000 of gain, or $500,000 on a joint return (IRS Topic 701). Move-up buyers in a growing town may never need the exclusion, but it is worth knowing if you downsize.

Small business owners in and around Troy

Lincoln County's business listing includes freight carriers, construction firms, a trailer manufacturer, and many smaller shops. If you own a business like these, your retirement plan is usually the business. For 2026, the IRS limit on total contributions for a participant in a Solo 401(k) or SEP IRA is $72,000, and which plan allows more depends on your income and your CPA's calculation. A sale of a business also has its own tax pattern: long-term gain is generally taxed at lower rates than ordinary income, parts of a sale such as depreciation recapture are ordinary income, and a 3.8% net investment income tax can apply above $250,000 of income for joint filers (IRS Topics 409, 559 and 705). See our page on retirement planning for business owners.

Getting to our office from Troy

Our address: 2112 Bryan Valley Commercial Drive, O'Fallon, MO 63366. Troy is in Lincoln County, to the northwest, and our office is in St. Charles County just south of I-70.

By car from central Troy:

  1. Take East Cherry Street and then North Lincoln Drive to Highway 47.
  2. Follow signs for US 61 South (Avenue of the Saints) toward Wentzville, and stay on it for about 15 miles.
  3. At the I-64 / I-70 / US 61 interchange, take I-70 East toward St. Louis for about 5 miles.
  4. Take exit 216 for Bryan Road in O'Fallon.

FAQ

Do you serve clients in Troy?

Yes. Our office is at 2112 Bryan Valley Commercial Dr in O'Fallon, and we work with households in Troy, Lincoln County, and across the St. Louis area. You can meet with us in person at our O'Fallon office, or virtually from anywhere, including from another state.

How far is Troy from your office, and what is the route?

Our office at 2112 Bryan Valley Commercial Dr in O'Fallon is about 22 miles from central Troy by car. Take Highway 47 to US 61 South and follow it about 15 miles to the I-70 interchange in Wentzville, take I-70 East about 5 miles to exit 216 for Bryan Road, follow Bryan Road south about half a mile, and turn right onto Bryan Valley Commercial Drive. Check your maps app before you go, because routes and traffic change, or call (636) 240-5055 for help with the last turns.

Can I meet with you virtually instead of driving from Troy?

Yes. You can meet with us virtually from anywhere, or in person at our O'Fallon office. Many first meetings are a conversation about your accounts and your tax return, which works well on a screen.

How can I check that an adviser is a fiduciary and see how they are paid?

Ask whether the person is a fiduciary for everything they tell you, how they are paid and what conflicts that creates, and whether you can have the firm's Form CRS and Form ADV brochure. You can look up any adviser for free at Investor.gov, and check brokers at FINRA BrokerCheck. Renaud & Company, LLC is an SEC-registered investment adviser, and we are fiduciaries when we provide investment advice. Registration does not imply a certain level of skill or training.

I own farmland in Lincoln County. What should I plan for before I sell or pass it on?

Start with three questions. Do you want to sell, lease, or keep the land? How will heirs be treated fairly if only one wants to farm? And what income will you need if you sell? Property held more than a year generally produces long-term capital gain, an installment sale can spread the gain over several years, and inherited property generally takes a basis equal to its fair market value on the date of death. Your attorney and CPA advise on the legal and tax details, and we help with how the money will be invested and used.

What is farm income averaging?

Schedule J lets an individual farmer or fisher elect to average all or part of the current year's farm income over the three prior tax years, with that amount taxed at each of those years' rates. It can help when a good year pushes income into a higher bracket. Whether it helps you depends on your income in each of those years, so it is a question for your CPA.

Can I trade farmland for other land without paying tax right away?

A Section 1031 like-kind exchange applies only to real property. For a deferred exchange you must identify replacement property in writing within 45 days of the sale, and receive it by the earlier of 180 days or the due date of your return, including extensions. Equipment and other personal property do not qualify. Your CPA and the intermediary handle the mechanics; we help you decide how the choice fits your retirement income.

I work at a Troy manufacturer and I am leaving. What are my options for the 401(k)?

Generally you can leave it in the old plan, roll it to an IRA, move it to a new employer's plan if allowed, or take a distribution, which can trigger taxes and penalties. If you retire in or after the year you turn 55, distributions from that employer's plan may avoid the 10% additional tax, but that exception generally does not carry over after a rollover to an IRA. We review costs, investment choices, and tax effects with you before you decide. We are not affiliated with any employer.

I am a school employee. Can you help with my 403(b) or 457 account?

Yes. PSRS and PEERS calculate and pay your pension, and you should ask them for your own estimate. We can help with a 403(b) or 457(b) account beside the pension: what to do with it when you leave or retire, how to turn savings into income, and how withdrawals interact with Medicare premiums and Social Security.

Does my income affect my Medicare premium?

Yes. Medicare adds an income-related charge (IRMAA) to Part B and prescription drug coverage when your modified adjusted gross income is above set limits. For 2026, it starts above $109,000 for single filers and $218,000 for joint filers, and Social Security generally uses your tax return from two years earlier. A land sale or a large IRA withdrawal this year can affect your premium in 2028. See our IRMAA planning guide.

I am saving for my children's school costs. What does Missouri offer?

Missouri allows a subtraction from Missouri income of up to $8,000 per taxpayer, or $16,000 for married individuals filing a joint return, for annual contributions to Missouri's 529 program and other qualified tuition programs (RSMo 166.435). Beginning in 2026, a 529 can pay up to $20,000 per student per year for K-12 expenses. Your tax professional can confirm how the deduction applies on your return.

What should I bring to a first meeting?

Bring your latest retirement account statements, any pension or PSRS/PEERS estimate, farm or land records you want reviewed, your last two tax returns if you want them reviewed, the names of your tax professional and attorney, and any dates that matter, such as a retirement date, a land sale, or a first tuition bill.
